Monastic Feudal for Pagan Temporal Heads

This mod will allow you adopt the Monastic Feudal government type if you are the Religious Head of a Pagan religion (that is, if you reformed it with Temporal rulership). This is the same government type that’s accessible to Buddhist/Bon Tibeto-Burmans in vanilla, and allows you to hold Temples directly in your demesne without penalty. I figured if you’re the High Priest of a religion, then it would make sense for you to hold temples of your own, even if your title is hereditary. Keep in mind though that to adopt Monastic Feudalism with this mod, you will still have to adopt standard Feudalism first. This mod does not provide a shortcut to escape Tribalism/Nomadism.
To avoid an unnecessary "wrong government" opinion penalty, your feudal and theocratic Pagan vassals will also be able to adopt Monastic Feudalism if you meet the criteria to unlock it yourself. Do note that this will effectively prevent you from having theocratic vassals, as they’ll all be converted to Monastic Feudals instead.
You can build Gompa Monasteries as a Pagan just like the Tibeto-Burmans with this mod, however the Pagan version is renamed to "Fortified Monastery".
I’ve also included several unique government flavors to the succession screen for Pagan Monastic Feudals that will vary based on your council’s authority level (if you have Conclave) and whether you’re independent or not.
