Increments stats progression for Drivers, Engineers and Mechanics by x3

Also Engineers can improve their skills with HQ buildings:

Wind Tunnel improves Front Wing and Rear Wing skills
Test Track – Engine skill
Telemetry Centre – Gearbox
Brakes Research Facility – Brakes
Ride Handling Development – Suspension
Staff Housing – All

Also Mechanics can improve Pitstop skill if there is a Test Track or Reliability and Performance if there is a Telemetry centre
