More minor factions (from han empire)
Based on the outdated "Division of empire".
Spawns several minor factions in cities owned by the han territory.
Minor settlements belonging to the city will also be given to the spawning faction.
Minor settlements not attached to a han owned city will still be owned by the han empire.

Warning: Bugs out Grant Indepence to admins as they become true independent instead of a vassal.
Suggestion: Use "The Gathering: Sandbox", create a "Sandbox_user_Script" txt through its start up and enable "han indepence" there instead, the new factions will be vassals of han, but there won’t be any bugs or weird stuff happening.
