Doubles the sanitation values for both the "in-province" value and "nearby owned provinces" value of sanitation buildings (clinics, hospitals, etc.) for all nations except crusader.

In-province values:

• Leprosarium: 2 -> 4
• Physician: 4 -> 8
• Clinic: 6 -> 12
• Hospital: 8 -> 16

Nearby owned provinces values:

• Leprosarium: 1 -> 2
• Physician: 2 -> 4
• Clinic: 3 -> 6
• Hospital: 4 -> 8
