Population affect army & mustering time.
This mod make population matters more. Much like Havie’s pop effect mod.
This mod add another layer to the city developing and realistic feels to the game. Low population in each commandery should give you minus total army you can deploy since manpower to build a city from scratch is needed.
On the ahother hand, High populated city should give you surplus of manpower and conscript.
Now if your commandery have population very low pop around 0-500k it gave you -1 army. So you can deploy 2 armies.
Here is the break down.
Around 0-500K -1 army
Around 600K-1.1M 0 army
Around 1.2M-2M +1 army
Around 2M- 4M +2 Army
Around 4M – 5M +3 army (This is around lv.9-10 city)
Around 5M- 6M +4 army
6M above +5 army
The same rules apply to mustering. Low population means longer mustering time.
This means that in your starting area i.e
Cao Cao in 194 Campaign can only field 1 army you cannot raise another army since you control 2 resource district that has 55k pop while Xu Cheng give you 0 extra army with its 800K pop (you need to make it to 1.1M above for extra +1). So you will stuck with 2 initial armies for a while until you populate your cities a bit.
While Zheng Jiang control Pencheng Temple with 0 pop can field 2 armies instead of 3 and she will stuck there until she can get a city.
