Factionwide recruitment levels for heroes

Description:

This mod changes all (that I’ve found) normal buildings that give +2, +3 and +4 levels to a specific hero in a region and instead gives half (rounded down) of those levels factionwide this is only happens to the last building in a chain.

This means that in your campaign you will be recruiting heroes with lower levels at the start but when you have about 10 provinces completely build you should be able to recruit heroes at level 20.

Example: the vampire counts have 4 normal buildings that give your heroes between (2-4) levels in a province with this mod the three (hero banshees, hero vampire, hero necromancer) building chains that start at tier 4 and end in tier 5 only give the levels factionwide at the tier 5 the building chain (hero wight king) that goes from tier 2 to tier 4 only gives the bonus at tier 4

If you play with this mod and found any building that gives more than +1 level to a hero in a province and want me to change that effect to half but faction wide just comment about it.

THis mod is save game compatible. Should not crash the game if you have other mods that interact with buildings and heroe levels recruitment in general.
