3.5: Parthia, Saba, Rome
3: Tylis, Arverni, Boii, Galatia
2.5: Iceni, Getae, Kush, Carthage, Armenia, Masaesyli, Pontus
2: Suebi, Syracuse, Nervii, Massilia, Macedon, Epirus, Baktria, Arevaci, Colchis, Egypt
1.5: Ardiaei, Lusitani, Athens, Odrysian Kingdom, Seleucid
1: Sparta, Nabataea, Pergamon, Cimmeria
The factions which beyond 2.5 got nerf, and those beneath 2.5 got strengthen.
