Agenda : Tries to build up air force, and like leaders that follow this fashion. After reaching modern era, likes civilization with a strong airforce, dislikes civilizations with a weak airforce.

Increased production when building campus district. All cities have 25% science. Obtain one great person "Kaga sensei" everytime you enter a new era.

Unique Unit : Kaga-class Carriers.

Unlocked after researching steel. Kaga Unique powerful naval unit, replaces carrier. Has 4 aircraft slots. Requires 480 production, 7 gold maintenence, has 75 melee combat strength, 5 movement, 4 sight range

Unique Unit : Kaga Sensei.

A great scientist. Immediately completes a random research, provides a random civic inspiration. +1 science and culture for all libraries in this civilization. Activated at Campus District.

PS : This mod requires the Kancolle civic pack to work, and will not work independently.
