Adds Wilhelm II as an alternate leader for Germany

Support for this Mod (such as bug fixes or compatibility updates) will be put on pause indefinitely until further notice. My other mod, Ages of Mankind is a total conversion mod in its early stages. It is far more grand and requires most of my spare time to update and maintain. If you do have any complaints or issues with this mod, please continue to voice them in the comments. Your comments are read, and aid in guiding updates for these mods- when update development returns.
