Use Levies Wisely

Casually throwing your levies away is now more costly. Reduces the levy gain to 1/3 of vanilla values. Reduces MAA gain to 1/2 of vanilla values.
What this means is that with a competent ruler and marshal (>20 martial skill) it will take roughly 6 years to fully replenish a wiped out levy. An incompetent ruler and marshal will take around 9 for comparison.
