Dark Elf/Vampire Counts Global Recruitment + Encamp
Real simple, adds global recruitment and encamp stance for dark elves and vampire counts. This hasn’t been thoroughly tested, but it seemed fine as I booted up my vcounts campaign. I may or may not fix any problems.
