Vassal less dev liberty desire

Less liberty desire from development for subjects (vassals, march etc).
More useless information:
I had 5000+ development while played warcraft mod, but my puppet vassal with about 500 dev angrily wished freedom as if my country that surpasses them in development in 10 times some kind of joke for them. I felt that I needed a mod that would reduce the liberty desire of subjects for development. I didn’t find a suitable one in workshop, or got the crashes, so there you go.
Now you will get 0.05% of the liberty desire per 1 development point for all subjects (default vassal and march ratio was 0.25%, 0.1% for colonies, 0.175% for tributary state).
Should work with all game versions and mods. I tested it in vanilla game, warcraft, anbennar and extended timeline.
