Free Client States
Clients states do not take up a diplo slot.
I personally much prefer to expand by vassalizing rather than map-painting, and in most cases that would also be more historically accurate.
The limited amount of possible diplomatic relations makes this hard to accomplish, so I decided to make clients behave as feudatories in that they don’t take up a relation slot.
