This mod aims to achieve 3 goals – to provide another way to combat Bureaucracy, to cut down the size of State Employees group, and to give a more meaningful role to Internet Speed. Digital Government policy was inspired by notions around Digital Government Index. Players will be strongly incentivized to raise the slider for various reasons including Liberal/Capitalist/Middle Income approval boosts & Bureaucracy prevention. In doing so, as its cost in budget is heavily influenced by Internet Speed, it is expected that players will at least avoid policies that negatively impact it or compensate with other policies.
However, it isn’t a plain "good" reform. It will inevitably speed up progress of automation and thus lead to some layoffs in public sectors. This means State Employees, aka your loyal supporters, will shrink in number and making progress will require enormous efforts (35 pc) as you have to force them to change the way they work. It will also make a government more vulnerable to massive cyber attacks and may increase chances of internet frauds.
And there is Digital Divide. Not everyone can have money to buy & time to learn the latest digital devices. So a government adopting such technologies will leave some people behind. It’s effectively another form of poverty. You should be able to contain some its damages (Skills Shortage & Internet Crime) but it will require substantial efforts to remove the situation and its disapproval effects on Poor/Retired/Farmers.
