WH: Remove Skaven

For players experiencing performance issues, or are unable to use the save pruner hosted on our discord.

This SUBMOD will remove all Skaven provinces and courts.
Except for the few surface burrows that are left for Skaven functionality.

If at all possible you should grow accustomed to utilizing the Save Pruner to extend the life and performance of your saves. It doesnt need to be used often (every 75-100 years should do) and was designed specifically for this purpose.
