Description:

This is a vanilla version of my fix, which does not try to frankenstein Mixu’s Unlocker support.

In vanilla, many factions that start out owning settlements will not be liberated when you conquer the settlement. There is no concrete reason for this, though this issue only really appears when using my update of More Diplomatic Options since you can’t liberate/subjugate outside of Norsca on Norsca violence in vanilla.
