CIVITAS Masinissa
Adds Masinissa as an alternate leader for the Berber civilization.
Improved tiles receive +1 Food for each type of adjacent Specialty District. Builders receive an extra build charge for each active Declaration of Friendship. Gains access to the Numidian Cavalry unique unit. Each of Masinissa’s declared friends also gain an extra build charge for Builders and access to the Numidian Cavalry unique unit as well.
Masinissa likes civilizations on foreign continents with larger populations. Dislikes those on his home continent that have a higher income.
A light cavalry unit unique to Masinissa and his Friends. Weaker and cheaper than the Horseman it replaces, but is faster, uses less movement to pillage tiles, and can move after attacking.
