Overpopulation Debuff Removal
Removes the 100% penalty from a state that is considered overpopulated
This mod is not balanced because theoretically you could get Luxembourg to 100mil population without this debuff but I don’t see the AI using this to its full potential because the AI is very bad at providing jobs for pops at the moment but I also have not tested it in a game yet so use at your own risk 🙂
