Description:

Adds Mkabayi as an alternate Zulu Leader for Civilization VI. Requires both Gathering Storm and Rise & Fall.
Part of the "Modder Pass : Great Negotiators" collection made by the Civilization VI Helpline to join in and celebrate the new DLC!

As an alternative leader of the Zulu, Mkabayi makes use of governors for a variety of strategies. Representing her cunning as a Kingmaker, who got to influence even Shaka’s rise to power, her ability allows you to focus on promoting one governor to reap more benefits, while letting other governors develop a bit more through their district production. If enemy governors start becoming a problem you can also get spies out faster to make sure your strategies never fail.

The first land Unit that acquires 4 Promotions from every Promotion Class provides a free Governor Title.
Governors provide +30% Production towards Districts if they have 1 Promotion, towards Civilian Units if they have 2 Promotions and towards Spies if they have 3 Promotions.

Agenda: Cunning one of the Hoshoza
Uses any means necessary to keep her sovereignty like Spies and Surprise Wars but respects Civilizations that have gained a lot of Diplomatic Favor while having a strong Military. Hugely distrusts civilizations that led their own people to a Dark Age.
