What this does

Adds a targeted decision and event chain allowing you to steal any artifact (except ships) from everyone except courtiers, the AI does NOT do this
Valyrian Steel Weapons and Armor are 2x harder to steal, Dragon Eggs are 4x harder to steal. (can be turned off via game rule)
Event chain fully supports all AGOT added traits and modifiers to influence chances.
