It disables the Expulsion of minorities mechanic from the game, while also changing the bonus of Iberian "Council of the Indies" government reform (from -30% expulsion cost to +25% global settler increase). Maybe it’s a bit OP, I don’t know, lol.
NOT Ironman compatible. NOT compatible with mods that change government reforms.
