Cosmic Paint
After being shot into space (Totally Normal Time Rift), hat kid drew power from the cosmos and obtained the cosmetic cosmic paint.
This paint is slightly different from others: it is kind of fixed onto something on your screen. Try moving your camera around and you will know. Also, the closer you zoom into hat kid, the more detailed the paint appears.
