Allows you to formalize a single Eternal Alliance with an AI, which prevents them from breaking your alliance suddenly and forming a rivalry, allowing you to keep an AI that you prefer on your side.
-You can only do this with ONE nation that is controlled by the AI
-There is balanced modifiers, which will penalize your diplomatic efficiency for establishing an Eternal Alliance with a Great Power.
-AI will NOT use this diplomatic action
