Description:

Adds the Confederation of the Rhine to the game. It can be formed by any principality in Germany (Kingdoms cannot form the confederation). It can also be released by any Empire that controls the land (As was historically done by Napoleon).

To do:
Change to a journal decision so German Kingdoms can form the confederation (So long as it isn’t Prussia)

Add decisions to feed German lands to the confederation if it is your subject
