This is a number steering module that will control a single electric motor in the same way a regular seat controlled steering bearing would.
There are 2 displays hooked into this. The bottom number is for the maximum allowed angle and the top is for the 0 angle tolerance.
Connect this circuit to any car as it is shown here and you can control steering with a single electric motor and any angle can be set.
