Elder Kings 2 submod to add Community Culture Utility (CCU) to Nirn!

This is already done in ‘c0da’, both by Vertimnus, but I wanted to change some things. This now works as a stand-alone, or with c0da if it goes below it.

Heritage Families: Wandering Ehlnofey (Humans), Old Ehlnofey (Elves) and one per Beastfolk. Orcish is also an isolate for culture hybridization (which requires c0da).

Language Families: Aldmeri Ehlnofex, Nedic Ehlnofex, Ehlnofex (Khajiit and Lilmothiit), Goblin (Goblin & Riekling), Argonian, Akaviri, Yokudan, Draconic, & Daedric.

Aldmeri language groups: Aldmeri, Chimeri, Dwemeri, & Orcish.

Nedic language groups: Imperial (Cyrodiilic & Bretic), Nedic, & Atmoran.

Language Unions: Black Marsh (Argonians and Lilmothiit), Goblinken (Goblins & Orcs) & Tamrielic (Imperials, Bretons, Nords & Redguards).

Culture Divergence Warning

Currently looking into the details, including if it’s base EK2 or a submod I have installed, but divergent cultures may take on Dovahzuul, that’s not intended and doesn’t work + doesn’t have localization. Set divergent culture frequency to "less" or "none".

The mod also adds divergence and hybrid creation names. Mod adds some combining forms for cultures missing one (e.g. using the name of the culture instead of having a specific prefix)
