The InterCity 400 is a 400 capable train. It was designed in the late 90s, the loco (class 94) being based off the French TGV, class 91, and class 93 (InterCity 250). Built for the HSE proposal using ground-breaking technology to achieve 400 kph between London and Edinburgh.

It’s built to UK Loading gauge, so it can be used on non-high-speed branches on the ECML (such as the upgraded Doncaster-Leeds branch), as well as services across the Pennines or down towards HS1. To be a robust program, the 94s (and DVTs) were designed with nose couplings to create the option of separating services. During the initial phase of the program a deport at Edinburgh was created and thus trains with DVTs and locos facing in both directions operate the HSE line.

The standard formation running on an InterCity 400 train is 9 + 2. With 28.5-meter 5 standard and 3 first coaches along with a restaurant car. The coaches used are the Mk5s (from the InterCity 250 program) and are slightly modified for high-speed operation. There were also plans for an overnight Mk5 being made for the IC 400 program, but this was scrapped.

The InterCity 400 also has occasional operation in Europe, with Glasgow/Edinburgh through to Paris, Brussels, and Amsterdam services. Providing the first ever international services from Scotland. There are also plans on extending the services to Germany.

The InterCity 400 program saw several major upgrade programs through the 21st century. The first (brought in the early 2000s) brought HSE and the IC400 into the European Network by upgrading to ETCS as a standard between London and Glasgow. The next upgrade was a major overhaul to the stock itself, bringing new parts for most of the locomotives and upgraded interiors for the Mk5s (2013). In 2023 a new plan was announced to make the class 94/2. The /2 brought new bi-modal operation with lower speed 4 stroke turbo diesel engines being added for operations in North Scotland. The /2 also brought better acceleration with new motors for the AC operations. Although these upgrades were well needed, it was also thought to have been announced so they are not taken out of service by competing alternate high speed EMUs that are planned.
