Adds a Silencer Weapon Part to the Game

Code has been completely rewritten as the old version was not correctly applying sound modifiers.

Includes a new 3D model for the home-made silencer.
Metalworking skill is required to craft them instead of Aiming.

Metal pipe can be used to craft a "proper" silencer – providing you have the requisite Metalworking level 😉
