The neoliberal mod adds new, neoliberal policies, a few more realistic economic effects, and a more realistic version of the United States. This mod is back from Democracy 3 to Democracy 4, here to bring free trade, open borders, and taco trucks on every corner! The mod was designed to be played with the United States at 200% difficulty.
New policies include the Earned Income Tax Credit, Free Trade Agreements, Immigration Reform, Housing Construction Subsidies, Land Value Tax, and Desalination Plants (to help with water shortages).
