Ability: Foundation of Imperial Examinations After researching Civil Service, +1 Great General, Great Scientist and Great Writer points in cities with at least 10 Population. Cities with at least 20 Population double these bonuses. Gains the Canglin unique district and unlocks Canals and Dams with Engineering. Unique District: Canglin A district unique to China when Yang Jian is their leader. +1 Amenity, +3 Housing. Amenity and Housing bonuses extend to each Canal in this city’s territory. +2 Food to Farms and Plantations in this city’s territory. Prevents Food loss during Drought. Military Engineers can spend a charge to complete 20% of a Canglin’s production. Can only be built on flat Plains and Grassland. The Canglin districts provide +2 adjacency bonus to Industrial Zones. Agenda: Diligent and Frugal Likes civilizations with high Production and Gold output, provided they build few wonders. Dislikes civilizations with low Gold income but many wonders.
