Ability: Prophecies and Apocryphas Gain an additional Military policy slot for every 7 Holy Site districts (up to 4). One Military policy slot is converted into a Wildcard policy slot for every original Capital under Liu Xiu’s control. Districts, improvements and units are immune from floods and storms. Gain the Youzhou Trooper unique unit with Horseback Riding. Unique Unit: Youzhou Trooper Chinese unique Classical Era unit that replaces the Horseman, when Liu Xiu is their leader. Earns experience 50% faster. +2 Combat Strength for each Military policy slotted in the current government. Agenda: Virtue of Fire Likes civilizations with high Faith output and keep their cities happy. Dislikes civilizations with high Faith output but struggle with happiness.
