Visual State Transfer Tool
Tool which enables players to transfer state to other countries by selecting them on the map. Instructions:
1. Start a diplomatic action to transfer state
2. Click on the go to lens button
3. Select your states as if you’re enacting decrees
4. Finish the event or cancel
