Shinobi Thieves allied with Holy Nation Outlaws
Simply sets the two factions to be allied.
Created this due to the fact the HNO become a semi major faction in Universal Wastland Expansion and Shinobi thieves somehow end up in an endless conflict despite living in the city. Could be related to other mod conflicts but so be it.
Should be fairly lore friendly.
