This allows a decision by jewish* nations that own the Palestine area to form Israel. Included are a CK2 flag, the same national ideas as if you converted from CK2[eu4.paradoxwikis.com], as well as permanent claims on the surrounding areas for starting expansion.
Note: There are two decisions for forming Israel, the only difference being which areas are claimed after taking the decisions. One is analogous to the provinces owned by King Soloman, the other claims the surrounding areas more completely.
