Form the Varangian Guard (Decision)

Now you can also release the Varangian Guard as a march if you own the region of Crimea and are playing as Byzantium, the country is called Varangian Order and has the monastic government form, the ideas are a bit overpowerd but that can be balanced in the future.

Changes the name and the flag of the Byzantine Empire and also its color on the map (Tyrian purple).

Also changed the thumbnail (this one is worse as i cant find anything decent).

This mod adds a decision to all the countries whose culture belongs to the byzantine culture group.
This decision gives a modifier with military bonuses and a malus to taxes.
To enact this decision you need a to have a nordic country(nordic culture) have a 100 or more opinion of you and 2 stability.
The modifer is a bit different if you are the Byzantine Empire(more tax malus but another military modifier), and you can get it if you form the empire aswell.
Varangian guard modifiers:
Discipline= 5%
Monthly prestige = 1%
Manpower= 5%
Manpower recovery= 20%
Tax = -5%
(For Byzantium):
Tax goes from -5% to -10% (not cumulative)
Shock damage = 10%
and all the other modifers form above.
