This is an updated version of No Ruins as it.. derped up and won’t let me access the modified .acp file nor the RPK that was altered.

This version does things a little different which preserves the original raze functionality so that a ruin is left behind. That in turn should preserve Evil Alignment modifiers as well as allow Chosen Destroyers and the Chaos Affinity tree to get their permanent bonuses.

It still takes 4 turns to raze. Now, when you rebuild the ruin, instead of a new city, it’s a new Outpost. The Outpost can then be dismantled as per usual.

When Triumph gets around to fixing mainPanel and subPanel not adding new UI buttons I can work on a way to make this compatibility free and preserve the original way to raze as well as rebuilding while also providing you with the option to remove ruins, but as it currently stands, new Strategic Operations are not added to the UI.
