Upgradeable Buildings
Allows you to upgrade your base buildings from bronze to gold based on the development of the provinces.
Currently, bronze is at 20 development, silver at 30 development, and finally, gold at 40 development.
Hopefully, this will incentivize you to play tall rather than playing wide, allowing any high dev nations like Prussia to
punch far above their weight.
