INTRODUCTION

Differently than Europe, Latin America didn’t face a conjuctural housing crisis after World War 2. The issue with homeleness in the region was very much historical and structural and for long tolerated by governments in the region. It was the Cold War getting hotter that got the public pressure on the issue high – right-wing governments adopted public housing to dissuade the working class from joining socialist parties, while leftist governments had to keep up with the ambitious housing goals that they have set up during their rise to power.

Most countries in the region lacked the resources for major residential complexes so, in many cases, those 2-3 stories tenement buildings were favoured – cheap and easy to build.

This pack respresents the first regional attempts to provide ample cheap housing – small tenements built with traditional materials and techniques. Those buildings are very common in the region, specially in regions that had little access to the more modern materials and techniques that were coming from Europe at the time. The architectural style is traditional. The flats are pretty small, from 36 to 44 square meters, with little privacy… but they’re solid enough and are certainly better than not having adequate housing for the people. Being built and roofed with bricks and colonial rooftiles, those offer some better housing quality than their modern-prefab tenements, but are more expensive.

GAMEPLAY

This set is comprised of 4 small tenement buildings ranging from 12 to 36 workers and 73-79% housing quality.
