Tunes some weights for the AI decision making to make them more focused on offensive and increase their desire to capture cities over other targets.
I found it quite depressing to see in mid to late game your allies sitting on 20+ stacks that are on guard duty for their cities even if they had the definitive power to overwhelm their enemies. It appears I managed to change that with this modification.
I have been quite aggressive (pun intended) with increasing the weights, so it might be, that it overshoots the target result somewhat, but I have not enough test data to judge that. Seemed fine in my runs. Please report your findings if anything seems off.
Edits "GlobalSettings_Strategic.rpk" and "Diplomacy_Personality_Definitions.rpk" and might be incompatible with others editing those files.
