Technology is one of the painful points of Crusader Kings 2. It’s largely useless but quite a few buildings are locked behind technology, and it’s especially annoying when you want to build Great Wall of Cathay because that thing requires 2 economic techs at level 4 and you basically can’t do anything about it
This mod allows you to right click on a province title to initiate technology sponsorship. With an upfront cost of 30% annual income (10-750 limit) you can send officials down from your capital to a realm province of your choice. Every month there’s 50% chance every technology in the target province raises by 0.1, up to the level currently in the capital rounded down. This chance goes up to 100% for each technology category if you have your appropriate councilor advancing technology in the target province, mainly useful to get your own demesne up to speed
Be warned that this is a costly endeavor. For as long as your officials are busy teaching another province, you and the target province owner will suffer penalties:
Military:
-0.04 military tech points in the capital
-15% global levy size
+20% retinue maintenance cost
-2 character Martial
Economic:
-0.04 economic tech points in the capital
-30% national tax
+20% build cost
-2 character stewardship
Cultural:
-0.04 cultural tech points in the capital
-15% chance to plot discovery
-2 to character learning
Each penalty will disappear once the relevant technology category has been successfully brought up to speed. For example, if the target province has finished military technological exchange but not economic and cultural, you’ll still suffer 30% tax and 15% plot discovery penalty, but will no longer suffer 15% levy size penalty
The exact same penalties are also applied to target province’s owner, except the target province gains +0.1 relevant tech points instead of -0.04 penalty
If the target province is your own demesne the penalties will not be applied twice
