Expanded Urban Centers
This mod adds two new production methods to Urban Centers to use up services. This would hopefully help with late game service prices being to low so your Urban centers are never staffed.
State Education: Unscaled 5% qualification bonus
State Healthcare: Unscaled -5% mortality multiplier
Both production methods use 10 services that is scaled on the level of the Urban Center.
