Low Difficulty Barbarians
ORIGINAL LOGIC TAKEN FROM Zegangani AND MODIFIED. ALL CREDIT FOR DEVELOPMENT GOES THERE.
Turns barbarian difficulty down to make it more (in my opinion) realistic. Barbarians should not be teching as fast as major civilizations.
This was logic taken from customization VI, but I did not want the dropdowns or the other options. Changed Barbarian Tech to 10
