Description:

Removes rules of tincture i.e. restrictions on color combinations in heraldry, makes unused backgrounds available in heraldry e.g. checkerboard, makes unused charges available in heraldry e.g. skull and crossbones, gives a new charge bonus to every charge which did not previously have one.

Summary of changes to heraldry charge bonuses:
1. Ram: harder and lighter rams
2. Roundel: vastly improved ballista and kinetic bomb in a variety of ways
3. Annulet: the trade treaty bonus given by turtledove charge in vanilla, because…
4. Turtledove: changed to give shell armor
5. Crescent: sky squids
6. Goute: improved flamethrower range and damage, plus free techs towards them
7. Sun: dragonhide
8. Estoile: accidentally gave this one sky squids too. whoops.
9. Gear: fleshcrackers
10. Key: reversed supply penalty for traveling to nonadjacent lands and resupplying in foreign territory, removed supply penalty for changing course, doubled base resupply speed for towns and nests
11. Anchor: minimized supply ship maintenance
12. Lozenge: suspendium weapons made cheaper and stronger, plus free techs towards unlocking them
13. Spearhead: doubled barracks capacity
14. Moons Above: moon disc fragments
15. Crab: mechanical legs and tentacles carry their own coal
16. Whale: doubled cargo bay supply capacity
17. Chevron: improved gatling accuracy plus free techs towards unlocking them
18. Fish: small and large ports double as supply depots and logistics centers, respectively
19. Hunting Horn: can construct special map resources in cities without needing them in your territory in exchange for a long construction time
20. Skull: acid spitters
21. Skull and Crossbones: makes pirate modules available to the player
22. Skull and Sabres: brutal takeover produces no unrest or economic devastation but has double reputation penalty, gentle takeover produces a large amount of unrest over a long period of time
23. Hourglass: basic crew move and reload weapons faster
24. Arm and Sabre: garrisons, police stations, and fleet academies are built faster and cheaper and cost no maintenance
25. Skeleton: sickbays and repair module cost and weight halved
26. Pierced Heart: bonus of accuracy boosting modules increased 50%

Be aware that turning off tincture rules for AI can result in ugly AI heraldry, so be sure to annihilate any empires you see sporting ugly colors.
