Tribal Federation as a decision
Tribal Federation government is now a decision, the same as forming a migratory or settled tribe.
The requirements are the same as those to make your tribe a republic or a monarchy!
Plus, you get some of the same benefits as those of "civilizing" your tribe.
I thought it’s really strange that this is not a vanilla feature in the first place…
Now you can make your tribe strong again without the need to civilize or to form a foreign nation!
