Description:

This is a small mod focusing on adjusting some aspects of diplomacy and further incentivizing trying to befriend the AI. This mod does the following:

  • Each declaration of friendship with another leader grants you +1 Influence per turn towards earning city-state envoys.
  • To balance the above, the threshold for earning envoys has been increased on a per-government basis (for example, from 100 to 150 for the first-tier governments).
  • Some agendas now have a larger window before they trigger a warning.
  • Declare Holy War now available at Divine Right.
  • Declare War of Territorial Expansion now available at Mercenaries.
  • Declare Colonial War now available at Colonialism.
  • Declare Protectorate War now available at Defensive Tactics.
  • Declare Reconquest War now available at Early Empire.
  • Declare War of Liberation now available at Political Philosophy.
  • Warmongering penalty for declaring war has been reduced slightly.
  • Warmongering penalty for capturing a city reduced to 20% of initial declaration (down from 50%).
  • Warmongering penalty for capturing final city of a civilization reduced.
  • Warmongering penalty drastically reduced for Civs that have declared war on your target and that have denounced your target (by 80% and 50% respectively).
  • Diplomatic penalty for befriending or allying with a Civ’s enemies has been increased.
  • (Rise and Fall only) Added a new district-based project "Hire Bureaucrats" in the government plaza. This project provides 15% of any production spent on the project as Gold and awards a city-state envoy upon completion.

Most of these adjustments were originally part of my Expanded Economy mod, which I’ve begun to split off into separate modules. Any and all feedback is appreciated.
