Civilization Trait

Leone Family – Be in power:
All cities with Established Governor keep loyal forever.
Increases growth by 100% in all cities with Established Governor until population reach 10.
Gain a unique Governor – Donald Love.

Unique Governor
Real Estate Tycoon – Donald Love:

  1. Expert Protege: +30% Production toward districts, +20% Production toward buildings in this city.
  2. Infrastructure Expansion: Border expansion rate is 20% higher. Each district yield +1 Gold per turn in this city.
  3. Forward Housing Delivery: Gain Gold equal to construction cost when finishing buildings.
  4. Urban Construction Loan: Receive 1000 Gold after placing the foundation of the Commercial Hub in any city.
  5. Political Contribution: Each Stock Exchange +2 Diplomatic Favor per turn.
  6. Election Promise: When you increase a player’s Diplomatic Victory points in the World Congress, get 50% of your spent Diplomatic Favor back.

Vercetti Gang – Vice Assets:
Get 20% off buildings purchased with Gold.
Ten asset buildings can be built, these assets can provide various bonuses.
Each asset building can only built one in a civilization.

Assets

  1. Viceport Boatyard:
    +2 Trade route capacity. +2 Movement for embarked units.
    Shallow water and land tiles adjacent to Coast +1 Production, +1 Gold.
  2. Cherry Popper Ice Cream Factory:
    Allow the production of "Wr.Whoopee" in the city.
  3. Kaufman Cabs:
    +2 Trade route capacity. +100% Production towards Traders.
    All civilian units gain +2 Movements.
  4. Sunshine Autos:
    +100% Tourims to located city, and +100% Culture of all cities with neighborhood.
    Combat units have chance to capture non-Barbarian cavalry units after killing them while attacking.
  5. Print Works:
    Gain Gold equal to the Industrial Zone’s adjacent bonus per turn.
    Cities with Industrial Zone +50% Gold yield, +100% Production yield.
  6. Phil’s Place:
    Cost of Gold reduce by 50% when upgrading units.
    Unit maintenance reduced by 1 Gold per turn, and reduced by 2 Gold per turn after "Nationalism" civic.
  7. Pole Position Club:
    All cities within 9 tiles +2 Amenities.
    City with Entertainment Complex, Water Park or Established Governor +20% Gold yield.
  8. Malibu Club:
    Yields gained from pillaging are doubled for pillaging buildings and plundering trade routes.
    +1 Movement if unit starting turn in enemy territory.
  9. InterGlobal Studios:
    Has 6 Great Work slots,which can hold any type of Greatwork.
    It will be automatically themed when all slots filled.
    +3 Culture from each Writing and Artifact.
  10. Vercetti Estate:
    Located city can keep loyal forever.
    For cities with asset buildings, each Citizen can generate 1 extra loyalty pressure.

Grove Families – Gang War:
Open Borders with all city-states, +2 Influence per turn, and +20% Gold per city-state Grove Street is the Suzerain of.
Every Military Slot in the government provide +1 Favor per turn.

Unique Buildings

Ammu-Nation:
A building unique to Leone Family, Vercetti Gang and Grove Street Family. Replace Barrack.
+25% combat experience for all melee and ranged land units trained in this city.
Provide +4 Production after player has Advanced Ballistics Technology.
May not be built in an Encampment district that already has a Stable.

Leone Family – Luigi’s Club:
Replace zoo.
With Established Governor, located city +20% Gold yield;
otherwise, it gains +2 Amenities.

Unique Units

Motor Rider:
A Light Cavalry unit unique to Leone Family, Vercetti Gang and Grove Street Family.
Can move after attacking if Movement points remain.

Leone Family – Leone Sentinel:
Replace Heavy Chariot.
Give nearby friendly land melee units +5 Combat Strength.

Vercetti Gang – Mr.Whoopee:
A civilian unit unique to Vercetti Gang. Can only be produced in cities that have asset "Cherry Popper Ice Cream Factory" and can only have one.
Can enter the territory of another civilization.
If it in the territory of a city of another civilization at the beginning of the turn, you can earn Gold equal to 20 times the population of the city (at standard speed).

Grove Families – Hydra Fighter:
An aircraft unique to Grove Families. Replace Jet Fighter.
When fighting against Information Era or Future Era’s unit, +10 Combat strength.

Leader Trait

Toni Cipriani – Mr.Tough Guy:
+5 Combat Strength for units when attacking districts.
After conquering a city created by another leader, the population of the city will be reduced to 1, and all districts will be removed except the city center and wonders.
Gain 50 Culture for each population lost and 300 Science for each removed district (at standard speed).

Tommy Vercetti – Harwood Butcher:
Land melee units and anti cavalry units gain +10 Combat Strength when flanked by enemies,
+7 Combat Strength against enemies with higher base Combat Strength,
but -7 Combat Strength when on tile adjacent coast.

Carl Johnson – Mr.Right:
50% discount to levy city-state units.
City State units gain +7 Combat Strength if Carl is the City State’s Suzerain (including Leveraged Units).
Spies can choose from any possible promotion instead of receiving a random promotion.
Special unit "Girlfriends" can be obtained through 6 different projects in the capital.

  1. Denise Robinson
    Unit Ability: Light Cavalry Unit. +7 Combat Strength in enemy territory.
    Global Ability: All cities without Governor +2 Amenities.
  2. Millie Perkins
    Unit Ability: Civilian Unit. When fortified in a city, the city gain +50% Gold yield.
    Global Ability: Increases Diplomatic Visibility by 1 level. Your Spy level is increased by 1 for offensive operations.
  3. Helena Wankstein
    Unit Ability: Ranged Unit. +7 Ranged combat strength when attacking non-adjacent units.
    Global Ability: Double the XP gained by all ranged units.
  4. Michelle Cannes
    Unit Ability: Heavy Cavalry Unit. Formation units all inherit escort’s Movement speed.
    Global Ability: +1 Movement for all cavalry units.
  5. Katie Zhan
    Unit Ability: Warrior Monk Unit. +10 Combat Strength when defending melee attacks, +10 Combat Strength when attacking ranged or siege units.
    Global Ability: Wounded units can heal extra +10 HP each turn.
  6. Barbara Schternvart
    Unit Ability: Anti Cavalry Unit. +3 Movement if unit starting turn in own territory.
    Global Ability: Accumulate 50% less war weariness than usual. +5 diplomatic favor per turn when at war with any major civilization.
