Whelen WPS-3016
A rotating electronic siren manufactured by Whelen. This siren was made primarily in single tone models, but there were a handful that were dual tone (like the one in the video). The Whelen WPS-3016 is able to do multiple signals, including a voice signal that is used before and after tests or alerts.
