Strudeler’s Civilizations: Carthage
Play as the ancient legends Dido, Hanno the Navigator, and Hannibal Barca; in Sid Meier’s Civilization VI.
Carthage rose to prominence with the fall of the old Canaanite cities to the Babylonians. The city became a hegemon over other Punic cities, aspiring to control the greatest thalassocracy of the Mediterranean. The Punic people of Carthage and submissive city-states would go on to colonize new Punic cities, venturing far to settle, such as the inland of Hispania and the far coast below Mauretania. Punic explorers may have traveled as far as Cameroon under Hanno the Navigator and may have even circumnavigated all of Africa’s coast in service of Pharaoh Necho II. Eventually Carthage came into direct competition with the Greeks, rival colonizers of the Mediterranean, but the ultimate nemesis would be found in the great city of Rome.

LEADER: DIDO (PHOENICIA AND CARTHAGE)
- Both Dido (Phoenicia) and Dido (Carthage) gain the Cothon unique District (which is no longer unique to Phoenicia, see below).
- Dido(s) is otherwise unchanged.
LEADER: HANNO THE NAVIGATOR
- Trait – Expedition for Africa: Begin with the Sailing and Celestial Navigation technology Eurekas. Naval melee class units grant their escorts their Movement. Defeating enemy units from a previous Era grants Science and Culture equal to 50% of their Combat Strength. Completing the Government Plaza or Diplomatic Quarter grants a Settler.
- Agenda – Magonid Explorer: Tries to explore the map, and likes civilizations that have explored less of the map than itself and dislikes civilizations that have explored more of the map than itself.
LEADER: HANNIBAL BARCA
- Trait – Hannibal’s March: Units gain +5 Combat Strength against city-states, free cities, and barbarians. Units heal an additional +15 Health from pillaging. Gain the unique Forest Elephant unit and Hannibal’s Crossing improvement.
- Agenda – Enemy of Rome: Aggressive. Likes civilizations who pose no threat. Dislikes civilizations with strong militaries or ones with nearby cities.
LEADER UNIT: FOREST ELEPHANT
- Hannibal Barca’s unique Classical era heavy cavalry class unit. Expensive to produce. +1 Movement if starting the turn on flat terrain. Becomes stealthed when in forest or jungle. 2 Build charges. Can build the Hannibal’s Crossing Improvement.
LEADER IMPROVEMENT: HANNIBAL’S CROSSING
- Hannibal Barca’s unique Improvement. Acts as a movement portal on a mountain range, allowing units to movie into it and exit from another portal at the cost of 2 Movement. Trade Routes traveling through it can multiply the Gold they get from districts at their destination. +6 Tourism after researching Flight. Can only be built on an adjacent Mountain tile. Cannot be pillaged or removed.
CIVILIZATION: CARTHAGE
- Trait – Adirim: +50% Production towards the Government Plaza, Diplomatic Quarter, and their buildings. +1 to all yields in a city with the Palace, Government Plaza buildings, or Diplomatic Quarter buildings.
- Spawn Bias – Tier 1 Coast, Tier 2 Desert Hills/Plains Hills.
CIVILIZATION UNIT: BALEARIC MERCENARY
- Carthaginian unique Ancient era unit that replaces the Slinger. Expensive to produce, becomes more expensive as the civilization advances through research. 50% Gold discount to purchase. Becomes a naval ranged unit when embarked. Can melee attack when on land, cannot melee attack when at sea. No cost to embark or disembark. +2 Movement and +10 Combat Strength when embarked. +14 Combat Strength with the Machinery Technology.
CIVILIZATION DISTRICT: SHELTERED PORT
- A district unique to Carthage. Replaces the Water Park. Available at the Celestial Navigation technology. Always costs 80 Production to produce. +2 Amenities. Gain major Production adjacency from the Harbour or Cothon. Gain a 3% Gold discount on purchasing land or sea units per Sheltered Port, up to 30%. Cannot be built in a city with a Entertainment Complex. Cannot be built on Reef.
PHOENICIA REWORK: COTHON DISTRICT
- The Cothon is no longer unique to Phoenicia.
- Unchanged.
PHOENICIA REWORK: TOPHET BUILDING
- A building unique to Phoenicia that replaces the Granary. Does not require any Technology. +1 Housing. +2 Food and Faith. Trade Routes from this city gain +1 Gold and Faith, doubled if the the destination is an international city. Completing the building grants 25 Faith (on standard speed, enough to found a Pantheon).
