Every level of admin technology that gave an idea group now gives two. This mod also increases the number of policy slots proportionally.
Ideas now cost 300 monarch points instead of 400
National Ideas take 5 ideas instead of 3
16 policy slots per type instead of 3, with 9 free policies.
