Elders knew that Superman is a symbol of hope for Earth. So they decided to create a cyborg Superman to carry terrorist attacks to destroy that hope.
Thing is, with all that propaganda how Xcom are terrorists, his software got a little confused and first thing he done was join the fight against Advent.
